I know something about this subject matter, through my research into electromagnetic shielding and earth grounding, that I've consolidated into a knowledge base at /r/emshielding and /f/emshielding (which needs updates). An earth ground is an electrical engineering concept, and one built into all of our homes, in the form of the grounding hole in electrical outlets. That round hole (versus the slotted holes to create an electricity circuit/loop) connects via a copper ground wire (in standard US romex wiring), to either a cold water inlet pipe, or to a grounding rod. Both serve to drain away charges connected to the ground wire/hole.

If this article does indeed have a scientific basis, I want to point out that one does not need to "walk barefoot" to gain the described benefits. One must only run a copper wire from the ground hole in an electrical outlet to a point on their body, to perhaps an ESD grounding wrist/ankle strap.
