At my store we take plate pictures (+Make/Model/Color) for writing up Alerts for nearby stores, if you take again and we stop you we already have vehicle information. If you manage to get away again it makes it easier for us to give info to police when we have all that. We've gotten a recovery because a cop in a city 20+ minutes north of us recognized the car and plates we gave dispatch and pulled him over. We got all the merch and charged him with civil demand and all that.

I don't work at Nordstrom, but the one at the mall I work LP at has 1-2 plainclothes LPOs that can make stops and nothing else. They sit on cams and go to the floor when needed as usual. I think Rack is just a uniformed near the door along with a LPM like you said though.

Honestly if you were dressed completely appropriate for the weather, didn’t leave behind any trail and only took a small amount of items every time I doubt I would ever even notice you. I think it’s more about if we notice you being sus not if we see you conceal/quick selecting. I guarantee there’s at least 5 people a day that are taking one cosmetics item from me that I’ve never even watched. However if I’m watching you and you have merch and are walking towards a blind spot, I’m gonna get off my ass and go check the area
