It's common among transhumanists especially.

But even regular ancoms sometimes support forms of collectivized childcare.

I would say that is impossible to raise a child in a non collective way. Even in the individualized modern life, those that do not have family to assist with the child, request help from friends and neighbors or hire someone to assist with it.

That is in no way the same as or even close to eugenics.

Where have you heard this argument from except from maybe liberals?

I've seen collectivists make the argument and I wanted to debate it. They say that children should be raised in communal institutions by people trained in child psychology, rather than their unqualified parents.
