Maybe we should move away from sitewide policy proposals alltogether.
Have each proposal in meta specify which forum it is in relation to.
Except for blatant or recurrent ToS violations which are auto sitewide bans anyway. For those you would just need to notify an admin in the matrix or via pm which is basically already the process.
So f/meta would have a rule in the sidebar saying you need to specify in the subject line of your proposal which forum you're advocating action be taken in.
e.g. Proposal: [f/lobby] ban u/user for Xxx.
And site-wide proposals would only happen under specific circumstances.

I'd really like to see it. I think the site-wide things cause stuff to get everyone wrapped up in it, especially when they don't need to be, and also leads us to resorting to the nuclear button in most situations.
