The most important thing is that the inmates learn real skills so they can be productive members of society. I suggest a coal mine. After 10-20 years in the prison mine, they'll be ready to join the workforce and put their past misdeeds behind them.

Flat structure prison definitely. All one floor, all cells the same size, no hierarchy of guards, same pay for guards, the whole shebang.

I was actually thinking of the guards being advised to tell their fellow inmates that it's a voluntary prison and that they are building the new society in the cell of the old one.
