Meaning "undercover agent" is attested from 1942. The derogatory racial sense of "black person" is attested from 1940s, perhaps from notion of dark skin being difficult to see at night. Black pilots trained at Tuskegee Institute during World War II called themselves the Spookwaffe.

Original stirner works often used geist or an equivalent, "spook" is a mistranslation into english.
For example, there are many other mistranslations. "The Unique and its own" is a better translation than "The Ego and its own".

IIRC The unique and its own was completely different in the first chapter, but I might remember wrong
