Modern civilization is predicated on removing from its citizens the basic means to provide for themselves (food and shelter) and forcing them to do so only through a specialized system of labor or from the exploited profits of others.

I've yet to see a pro-civ take that isn't founded on the idea that people must be dependent on some form of archy (whether a state or community that one is born into and has has inherent responsibility towards) and contribute to it via specialized labor.
