I think if humans looked at the universe as a whole in as big a scale as possible, everything would look "ordered"; no significant change and almost none of it seems random. But the more you zoom in, the more "chaotic" it gets; I think I remember reading from somewhere that scientists can't really make head or tails of sub-atomic particles because they just magically pop in and out of reality.

"Chaos" as a concept is really just what happens when humans try to frame the world in their lens of patterns. Anything that fits within that lens is "orderly" and anything outside of it is "chaotic"; so "chaos" is just what doesn't "make sense" to humans, which encompasses just about everything that isn't man-made and a lot of things that are.

So, whether or not "chaos" exists depends on if you think that "chaos" can actually exist without "order". And there are some logic bombs for the concepts of "chaos" or "order"; it really depends on how one defines either, I guess.
