If you really don't like that university, programming is probably the easiest subject to learn online. If you're good about challenging and setting goals for yourself, you can get a university-level education in programming just by reading free online programming books, or watching free programming videos.

As far as not having a degree goes, if you apply to smaller companies, you can tell them you have a bachelor's in computer science, and if you show that you're competent enough in the interview, they may not bother to check to see if you really have a degree. Just be sure to say you graduated from a university somewhere far away, to minimize the chances that one of your coworkers also went to the university you claim to have graduated from, and they start asking you questions about it.
