Based on this article is it best to act swiftly and harshly to remove a toxic person?

We have a person in our group who was one of the original founders but they stopped pulling their weight years ago. Being lazy was not a big deal but they have now become a major complainer and are dragging down the spirits of new members. They have had a tragic life with illness, death in the family, and loss of relationships. However, their behavior has caused other people to isolate them because they don't seem interested in changing.

Before, I could just ignore them. I am charged with recruitment and my job is excessively difficult due to this one person.
