Well the nice thing about this service instead of much of the other one (if it works like advertised) is that you don't need that critical mass. You can just start using it for your own repositories and share it with other people but that's optional.
Sorry to necropost but just in case someone finds this post again with the search bar, I just wanted to mention that Radicle doesn't use IPFS (or not anymore?) it has its own protocol as far as I know. But it remains pretty cool.
