Here's a list of free ebook libraries. I don't know of any good ones that sell ebooks, because I never buy them.

These are mostly "underground"/indie books, though. There's also Project Gutenburg which has a bunch of public domain DRM free books.

Concerning more mainstream books, it is harder to say without piracy. Although there are certain programs like Calibre which can help rip DRM off books.
