Is it possible to make a pull request in GitHub without executing proprietary JavaScript?

You can open issues and make some basic stuff in GitHub without executing any JavaScript. Is it possible to make pull request too with a browser plugin, hack or something? Recently I made a pull request by opening an issue because I couldn't find the email of the maintainer. I only want to be able to use the fork and pull requests features without executing any proprietary JavaScript.

If you don't know what I'm talking about, consider reading The JavaScript trap by Richard Stallman

Even if there isn't a normal GUI way to do it on their site, I'm sure there's a REST API which you can interact with using free software. I'd imagine the CLI tools around this already do that, so not too many worries there.
