Two years ago, the main dam got below replenishment level, every little rain was news and hope that it would fill a little. The hope came with the two cat 5 hurricanes that leveled Puerto Rico. This year has been a bit dry, like every year before.
I believe, as thinks get worse, we would depend more and more on hurricanes to replenish the dams. Specially as more wood is cut and sand drained out of rivers.

Can confirm. All the wells in my area are drying up.
