But individualist anarchists like primitivists aren't trying to force their ideals on anyone. They aim to withdraw from society.

In this article the clear hope is to entirely dismantle our current society (something I can't really argue against) rather than to simply withdraw, especially given the person in question has Literally Zero Praxis. There's also individualist transhumanists, who just work on open source designs for prosthetics and such. Both have individualist currents within them which tend to be the ones I prefer.

I've often wondered if one can really be an individualist and be pro-civilization. It's collectivist by nature, in that one cannot escape its influence or really withdraw from it fully.

That's a question beyond what I can answer based on what I know, but I'd probably define myself as not pro-civilization yet also not entirely anti-technology.
