I'm not sure if it applies only to people who pay for SiriusXM. It seems to me like as long as the hardware is in your car, it could be used to track you. Best to disable it anyways, just in case.

That's right, but the thing is we don't know if veganarchist lives in a developing country. In Brazil, for example, the majority of vehicles currently running were built around 2003 ~ 2006. Most don't have built-in GPS. We only see those "smart cars" on the TV, and they're extremely expensive.

That would explain it. Where I live, some "middle of the line" cars made only a few years ago have it built-in, so it wouldn't be just the super-rich who have them.
