They are transmissions, not broadcasts, even though they are run through a couple of repeaters so it isn't completely point to point on a fixed frequency (and even then a trunked repeater running trunked transmissions is whipping through a series of subfreqencies as it transmits.) All that written, encryption of police transmissions is pure power-tripping nonsense and cop paranoia.
