To be fair, there's a legitimate reason. The accessibility services API has an incredible amount of direct access to the device, which means a malicious app that uses it or a legitimate app that becomes compromised has nearly unlimited control over the device's functionality outside of the normal app sandbox.

Not to say this is acceptable, just that the existing model wasn't ideal.

There's nothing stopping you from sideloading the apps, it's not apple we're talking about.

Still, yeah, that would have been a much better option.
