I feel for these people, but developing/improving living standards in many areas is impossible without tearing some of those structures down. About a minute from where I live there's another such community at the foot of Li Yu Mountain in downtown Taitung City. The toilets from this community flush directly into the nearby canal, and there's no way to fix them without razing the entire place.
