Different universities around the world are at different stages of bureaucratic bloatedness thanks to neoliberalism. You can't really say that any university isn't shit (though I think there are parallel univerisities that seek to do this), but specific departments within universities can be good, so if for example you have a great African Studies department full of radical scholars, you'll get to do potentially amazing work in a great environment.

Also, like, it depend what you mean by a good university. I've been in university spaces where the university has such a rich history of rebellion that they are smattered with abandoned buildings in it that the students burned to a crisp. Those places tend to get little government support and will also have like one working toilet in the whole place. But people are doing interesting things, the archives are amazing, and people know how to burn shit.
