In Brazilian constitution says that every Private property must fulfill a social role. And every public building from the Federal govt/ State govt/ City Hall not in use can be taken by people to use as housing. This is in the law.
Now, if the people don't take the situation on their hands nothing is done.
And I love when they say Sao Paulo is the biggest city in Latin America, actually the biggest in the Americas (and in the Southern Hemisphere). It's like we will take the pride of NYC or LA.
