There is literally no risk involved in buying one. It's not like China are gonna snitch on you to Wal-Mart for buying a jammer. And if your worried of buying one because of credit card records. Just buy a visa gift card from a Wal-Mart or something. Pretty much untraceable

If a microwave can take out someone's internet connection, I'm fairly sure you can get a nice jam from putting out a few frequencies, but I wouldn't doubt they've considered naive approaches at disabling RF like that.
