No, any sort of energy that could be extracted would be lost during extraction. Energy can't just be pulled out of thin air (unless you're using a wind turbine). If you generate energy via some sort of motion, and plan to extract it, you need to use some sort of method that will slow down that motion. Not to mention it will eventually lose energy due to power (like P = W / t) or friction (F = μ N). So, unless if you power the machine by your muscles, it will be impossible to keep it running. Even then, your muscles need energy from food and stuff to survive. So that plan would fail too.

TL;DR You cannot make any motion perpetual, because it will lose kinetic energy due to friction, and electrical energy due to power.
