Yes, with postcards, online not so easy. Every online communication can be intercepted, also decentralized webs, TOR and VPN. Currently they can do this. Maybe P2P PC direct to other PC, without server in middle can be a System relatively safe. Another relatively safe method may be to disguise messages as innocent pet photos or in text messages about everyday things, or musicfiles (steganography).
