Point in direction of cafe or bar/pub, anywhere near public wifi. Connect then Proton will only require a captcha to make an account and it won't be from your home IP.

Its the same amount of trust you'd be putting in riseup (not sure if you specifically need a US based service for your purposes). Unless you use riseups .onion domain (requires javascript) or use protonmails .onion domain (requires javascript) although I believe registration for new accounts through the onion domain in protonmail requires either a compatable clearnet email or mobile number for sms.

Considering Riseups servers are all located in the US and within the federal border zone making seizure of said servers very likely given the current climate.

In any case if you aren't using PGP either service will be able to see the contents of said accounts.
