Hugo is also great for static html generator

write.as is pretty straight forward, although premium (60 usd a year) gives you some neat functionality you don't need to pay.
You can also host it yourself

Write.as is the barest of bones, plus it has an onion address.

How much would it cost to self host?

Depends on load, storage and bandwidth, but pretty sure you can host it on a cheap vps for like 2-3 usd per month. You'll probably get a discount if you buy for a year. You'll need to know some Linux
Domain costs (you don't really need one, but no one is gonna remember an IP adress) will range from a few dollars per year to $100 depending on what you buy.
.ml and .tk are free, but I've heard people have lost their .tk domain when they get popular.
If you want an anonymous domain registrar I hear njalla (https://njal.la) is good. Made by Peter Sunde, check their blog for hilarous responses

I think just buying a service at write.as for example suits me better. If I'm going to blog, I want it to be as simple as possible. Just write my text and post it online and then just see what happens with it.

Sub is definitely worth it if you can afford it. You get a built in audience and can set your own domain if you want to
Hope you find a solution

If you just want a static site, you can use neocities.org. It's what I use and I don't have complaints.

Good is subjective, I like it but you should read it. It's actually readable and not gigantic: https://neocities.org/privacy

GitHub, GitLab and possibly other git hosting sites allow you to host static HTML pages for free. Static site generators like Jekyll give you blogging functionality.
I don't recommend any free hosting service that offers FTP access, running PHP applications, or any of the sort, as these are unreliable.
