Depends on load, storage and bandwidth, but pretty sure you can host it on a cheap vps for like 2-3 usd per month. You'll probably get a discount if you buy for a year. You'll need to know some Linux

Domain costs (you don't really need one, but no one is gonna remember an IP adress) will range from a few dollars per year to $100 depending on what you buy.

.ml and .tk are free, but I've heard people have lost their .tk domain when they get popular.

If you want an anonymous domain registrar I hear njalla (https://njal.la) is good. Made by Peter Sunde, check their blog for hilarous responses

I think just buying a service at write.as for example suits me better. If I'm going to blog, I want it to be as simple as possible. Just write my text and post it online and then just see what happens with it.
