Most computers nowadays have 64-bit support, even old pentium ones. If someone needs a 32-bit only application, they can install the 32-bit libraries. Legacy hardware it's only on businesses and government, which either has its own support contracts or support them themselves. Plus any of those devices would be too old to run any modern general purpose OS.

Debian still has 32-bit support, and its latest release can be run on a Pentium III! Albeit without a desktop environment, but I'm sure it would be a serviceable computer for a small task or two.
