I don't think I2P -> ToR will work. I2P only has http exit nodes.
ToR -> I2P might work. You'll theoretically be resistant to any attack that breaks only one of the protocol but I don't think those attacks are used in the wild. The attacks I've seen are either timing attacks to collate requests and end users or just an exploit to get your computer to reveal it's public IP address.
It'll also be painfully slow. You'll be throttle by the ToR exit node and then have the slowness of the I2P network on top of it. I think you'll be better off increasing the amount of hops you use on a given network than trying to overlay them into if each other.
