Simple, there's programs nearby to give poor people food but its very often meat. There's not much other choice in that case.

There actually is. Sort of; corn,soy and sugar are subsidized by the u.s. government. Meat might be too, I'd have to check. Soy and corn are mostly used as animal feed here in americaland.
