How insensitive is it of me to hope that the food chain crisis leads to more countries sourcing their food locally? It's so weird to me how many places have rich agricultural land and yet seem to be collapsing under the immense absence of Ukrainian grain coming in. The funding needed to kick start a small farm, especially if the people tending to it already own/live on the land, is relatively low considering the benefit (not starving).

It isn't insensitive in a narrow sense. It is true. In a more broad country-dependent context, it could be insensitive when taking into account economic colonialism and forced dependence and scarcity. And even then, it would just need a caveat to be "fine", argumentatively speaking.
