Apparently he was born in Hong Kong, so presumably he's also a Chinese citizen, and I doubt China lets people renounce their citizenship. So presumably that's how they're able to justify this within their own legal framework.

If we're being honest, rules stopped mattering when the US/Canada arrested Meng Wanzhou. I don't think China would trifle with minutiae like "legal precedent" when the others already don't.
