One quote that I've seen in multiple articles says "I know of no reason not to think it means what it appears to say: it is asserting extraterritorial jurisdiction over every person on the planet." But surely the "reason" to think that it only applies in places where China has jurisdiction is because that's how laws are generally understood to work? I mean, most Canadian laws don't explicitly include a section stating that they only apply in Canada.

Not trying to defend the CCP here, but this seems like an easy target for CCP defenders.

The Chinese government has been known to obliquely pressure people of Chinese descent who are citizens of other countries (often taking advantage of the fact that they have relatives in China), so the idea of China trying to enforce its laws on people that they legally shouldn't be able to punish is not entirely outlandish.

But my understanding is that that sort of thing is not officially condoned, which is why I'm not convinced that the CCP would brazenly assert extraterritorial jurisdiction worldwide in this case.
