Ideally parents wouldn't even raise children because parents are fucked up, they should be raised in a collective by trained caregivers.

But yes, parents in an advanced society should be well qualified before having children.

They'd take lessons in parenting and pass tests.

Edit - here's what I said in the other thread:

Build a psychological profile using a variety of both written and practical tests I guess (maybe by giving the prospective parents robot children for a year and record all their responses to different scenarios?)
