And what should this exam be? Many so-called "qualified" parents that professors make very bad parents, drinking alcohol, smoking, being headless and having low interactions with their children. And many parents that you would consider "unqualified" turn out be really great parents.

The community. It would simply be to determine if they are capable parents, like to make sure they won't abuse the child emotionally or physically. A lot of people with abusive parents feel this way, wish that our parents had been forced to take parenting classes.

Parents have been having kids for hundreds of thousands of years. If you believe we now need an exam to disallow some from making kids then you believe there is something inherently wrong with society (i.e. education, morals, IQ impacting chemicals). If you don't but instead simply believe that our advanced societies now are requiring a higher level of functioning than our predecessors, then you're condemning those left behind - once you stop a person from breeding their DNA ends forever - to a life without progeny that will take care of them as they get older. This means society has to "foot the bill" to take care of them. This will go on until society is forced, due to scarcity of resources, to take care of the problem prior to having to take care of said people and expending resources it doesn't have. Now you're talking about genetic modification and discrimination.

Not an easy or straight forward proposal.

Ideally parents wouldn't even raise children because parents are fucked up, they should be raised in a collective by trained caregivers.

But yes, parents in an advanced society should be well qualified before having children.

They'd take lessons in parenting and pass tests.

Edit - here's what I said in the other thread:

Build a psychological profile using a variety of both written and practical tests I guess (maybe by giving the prospective parents robot children for a year and record all their responses to different scenarios?)
