Another option along this line, the natives that Columbus first contacted. A few fire arrows at a highly flammable ship, puff, no colonization. For a few centuries at least. Everyone on Spain would be, "we told you so" to the king and queen.

Probably any de facto dictator who actually has the power to change things radically. I don't know of any for sure. The trick would be that they have to become anarchist after getting the power, I suppose.
