Careful with encrypting CB radio, it is easy to determine the origin of the signals back to your home, automobile, or whatever you are transmitting from. If merely encrypting it is illegal, I suspect that would be grounds for an arrest warrant in many jurisdictions. Kinda defeats the purpose of encrypting your sensitive info if the opsec practices you use get you popped!

Best bet is to use locally generated wifi meshnets. The range is shit compared to CB (meters vs. kilometers), but if you want encryption that'll have to be the way you do it I think. F-Droid has a number of smartphone applications for this, which means you can use existing smartphones as relays. there are linux programs too. I would recommend finding a router and putting open source firmware on it, then setting up a meshnet with it. You could chain a few together, create a zone of access, and use it to communicate in a small area, but it's probably way too short range for your needs. Unless you're dumpstering the relays, it could get kind of expensive pretty quickly too.

I hear CB radios with encryption built in can be purchased from China, but you may run into international arms export treaty law depending on your country of purchase.

That's why 14 eyes collects metadata mostly, they want the most efficient tracking mechanisms. orders of magnitude, paying off, making their jobs easier
