Of course the workers, but how does bureaucracy increase the capitalists their wealth?

Well if capitalists their income depend on the productivity, and you decrease said productivity, how wouldn't it hurt them?

They would raise prices or lower wages to avoid losing profit. Or if they realize that the jobs are bullshit and arn't needed they'll fire the employees.
