ok so suppose there's a REALLY long truck. you're in a car on that truck

the truck is going 60mph, you're going 30mph on the truck. the speed limit is 60mph. are you speeding?

you are only going 30 mph so no. if you are going 30 mph faster than the truck, then you are going 90 mph and speeding.

So the speedometer on the car says 30mph and the speedometer on the truck says 60mph? The car's wheels are moving 30 mph in the same direction as the truck. My physics learning wants to say something is amiss. Relative to the road, the car is traveling 90 mph. Relative to the truck it is moving 30 mph.

At no point does the car speed exceed 30mph while it is in the truck.

No. Your speed is not added to the speed of the truck. By being confined in the truck, you cannot go faster than the truck.
