A lot of things work on paper but not in practice. For example: television. It might seem like a great way to inform people, which was the idea when it was invented; but in practice, 90% of everything on TV is total bullshit, and half that's on purpose. Another example: subprime mortgages. Great on paper, the 2008 financial crisis in practice.

Actually, it's pretty hard to predict what people will do. All of those things I said involved people.

I don't know why you can't admit it's true.
