If they're wild and you're harvesting them in quantity and thus preventing them from growing, then it'll lead to local extinction, so no.. That wouldn't be ethical.

If they're cultivated seeds, then they'd only grow if you grew them yourself, so yes.

When I forage plants, I always leave at least 50% in a patch to make sure they complete their life-cycle and set seed. I also never take the roots, so the ones I do harvest can have a chance to grow back and seed if it rains enough.

Why wouldn't it be? It's probably more ethical to consume sprouted seeds than non-sprouted because of the better nutrition involved in sprouted, afaik.
