Many developed countries are developing their quantum computer as you read this. Some are already online. They require huge amounts of water and electricity to keep the processors cold enough to "emulate the behavior of atoms".

I suspect this may be related to this type of Colossus Project state "AIs". They're also capable of developing their own programs, so I've read.
