Oracle has long been known as a technology supplier to the U.S. government; in a statement in September the company said the Central Intelligence Agency was the first customer to use the company's database software decades ago. Former CIA chief Leon Panetta has held a seat on Oracle's board since 2015, and in 2016 Oracle CEO Safra Catz joined President Trump's transition team.
Imagine going to court to set the godawful precedent that re-implementing an API for the purpose of interoperability is copyright infringement while you yourself are re-implementing other people's APIs for the purpose of interoperability.
