This would appear to most people to be a positive improvement but its typical government bullshit and a smokescreen. Let me explain:

The very act of producing meat consists of violence and murder. The goal of the animal agriculture industry is to present an image of happy animals, humanely killed and served as food. The influx of hidden camera footage from animal rights activists painted a very different picture and they have been losing business steadily over the years as the number of vegetarians and vegans grows.

Yes, the CCTV may reduce some of the abuse BUT it will be used as proof that the animal corpses that are being sold came from happy animals, which in turn may satisfy the public's concern and increase sales.

And if you need any proof that this is all a ruse, consider who implemented these rules: the Conservative Party.

There is no such thing as the humane murder of someone who does not want to die. CCTV does nothing.
