I destroy my phone or get it robbed often enough that I'm in pretty good shape. Here you have to register your SIM card with your name and address but I always just do the black market route. Then I use end-to-end encrypted stuff.

I'm a security-compromised person in general but my identities are decentralised enough that I can keep safe so long as I'm not personally being targeted.

Other people illegally preregister SIMs with fake names and addresses, or real names and addresses of totally unrelated people.

It's not unusual that it's required by countries. Most western countries I've been to have that rule as well as the southern African ones I spend time in.
