The following is my thoughts, but I've tried to write it to use, incase someone want to use some of it. Please correct me if I'm wrong.

Whenever someone states "Anarchist Countries" they generally mean Libertarian Socialist. This means that they take approaches that are decentralized and federated rather than Centralised governments. While far less oppressive than Representative Democrat and "People's Republic" states, the formalised structures of authority mean they cannot be considered truely Anarchist.

The Libertarian Socialism Wikipedia article has a fair few ideas for types, but a lot of them overlap.
