It takes a lot of effort to make a pothole without industrial equipment, asphalt is malleable enough to prevent weather damage which also gives it resistance to impact.

Ultimately, it's easier to block the road.

If you had other people put on reflective overalls and close the road while you open it up everyone would just assume you're working for the state.

Just put traffic cones or warning tape around the road to close it off. Hospitals would need to use helicopters .
