This is so not new. Indigenous Americans couldn't wear ponytails. African Americans couldn't/can't wear braids/cornrows or afros. Hair is policed in capitalist societies like it could cause a revolution...probably can though.
The fetishization and enforcement of "normalcy" is one of the more insidious elements of collectivism and authority. Not only does it suppress and oppress those who don't fit the mold, it just makes people bland as fuck.
