My understanding of water collection laws was based in the effects it had on the water table and destabilizing ecologies because of that. Or did I buy into a piece of propoganda.

So don't quote me on this it's been a hot second since I've studied ecology and even then I only took those courses because they were required. But the gist of it is that while one person siphoning rainwater probably won't do anything when you have large communities doing it it adversely affect local ecology by causing essentially artificial droughts, which causes Flora and fauna die-off.

Feels like the water would go back into the environment pretty quickly or at least the same as if I took a shower.
