It's a public relations black flag campaign designed to blame the unhoused for being present in certain neighbourhoods. Whether you look at Zerohedge or other right wing rags, they all make a big deal out of "poop is everywhere now since THEY moved in."

On one hand, cities know that leaving public toilets around is going to stop the problem, but they refuse to because the neighborhoodds that have a poop problem is the places they'll send cops with bulldozers and tear gas one day, and ultimately they are the neighborhoods that have gentrifying potential. For another thing, restaurants and businesses have gotten used to keeping the washrooms closed during the pandemic, and increased maintenance is not something they want to do since it's been declared over.
